A Call to Shared
Responsibility & Cooperation

"The Global Compact for Peace, Human Security and Responsible International Cooperation was conceived from a simple yet profound conviction: that humanity's shared challenges require shared responsibility, principled leadership, and constructive cooperation across nations, cultures, institutions, and generations."

At a time when the world faces growing geopolitical tensions, humanitarian crises, environmental challenges, technological transformation, and increasing uncertainty, there is an urgent need for frameworks that encourage dialogue, promote human security, strengthen ethical governance, and inspire collective action.

This Compact is offered as a voluntary multipolar framework for cooperation and partnership. It is founded upon the belief that peace is not merely the absence of conflict, but the presence of justice, dignity, opportunity, responsibility, and mutual respect among peoples and nations.

The vision of this Compact is not to replace existing institutions, but to complement and strengthen efforts that advance peace, sustainable development, human security, and responsible international cooperation. It seeks to provide a platform through which governments, international organizations, academic institutions, civil society, faith communities, youth leaders, private sector partners, and global citizens may work together toward common objectives.

Through the Doctrine of Divine Diplomacy, this initiative further encourages conscience-minded leadership, ethical statecraft, and principled decision-making in public life and international affairs. The doctrine serves not as a political ideology or legal obligation, but as a philosophical call to integrity, wisdom, compassion, restraint, and responsibility.

We live in an era increasingly defined by interdependence and multipolarity. The challenges confronting humanity transcend borders and require cooperation that respects sovereignty, diversity, and the legitimate aspirations of all peoples and nations. This Compact seeks to contribute to a more balanced, inclusive, and cooperative international order grounded in dialogue, mutual respect, shared responsibility, and the common good.

I invite all stakeholders who share these aspirations to engage with this Compact in a spirit of partnership, goodwill, and constructive cooperation. Together, we can contribute to building a more peaceful, secure, just, resilient, and sustainable future for present and future generations.

Her Imperial Majesty, H.I.M. Empress Nobilisa Prof. Gen. Sriwan Kingjun, serves as Chairperson, Vice President, and Global Deputy Convener of the Global Compact for Peace, Human Security and Responsible International Cooperation.

As a member of the founding leadership, she has played a significant role in the establishment, institutional development, and strategic advancement of the Global Compact for Peace, Human Security and Responsible Cooperation. She contributes to strengthening its governance, expanding international partnerships, and promoting diplomacy, peacebuilding, human security, and responsible international cooperation.

Through her leadership, she continues to foster dialogue, multilateral collaboration, and humanitarian engagement, advancing the Global Compact's mission of building a more peaceful, secure, and cooperative international community.

The Office of the Founding Chair,
President & Global Convener

The supreme constitutional leadership office and principal custodial authority of the Global Compact, established to provide strategic direction, constitutional oversight, and diplomatic stewardship.

Entrusted with protecting the constitutional integrity, doctrine, institutional values, and strategic continuity of the Global Compact in perpetuity.

Chief Diplomatic Steward

Providing strategic leadership and global representation of the Global Compact in all official international diplomatic engagements.

Convening official institutional meetings, the Annual Global Forum, and diplomatic engagements across governments and international institutions.
